OCH RTM Company Limited supplies the gas into your home. The industry refers to them as a "Reseller" .
What Utilities do I have?
- You can choose your own ELECTRICITY Supplier
- Southern Water is you WATER Supplier
- OCH RTM Company Limited supplies the GAS into your home.
Old College House has a private supply for the provision of gas
- Commercial buildings that were converted to residential homes are done so under permitted development regulations and have greater flexibility through a simplified planning process.
- Often developers choose to keep the buildings existing utility infrastructure in place, and instead, install a private sub metering system.
- The original on-grid, gas supply meter remains in place and provides gas into the building. A private sub metering system feeds from the main supply and into each apartment.
- The gas company invoices OCH RTM Company Limited for the consumption drawn from the main supply point.
- OCH RTM Company Limited then passes on charges to each of the residents for their share of the supply.
- The charges to residents are based on a sub meter readings which measures the consumption going into your home.
- This is known as a private network supply. The process of onward charging utilities through a private networks is referred to as Reselling by Ofgem, the regulator.
- It’s not possible to change supplier when you are connected to a private supply.
- The resale rules stipulate that the supplier (OCH RTM Company Limited) must not charge more to residents than they are charged by the gas supplier, therefore residents are protected.
Who are Ginger Energy?
OCH RTM Company Limited has appointed Ginger Energy as their Billing Agent. Ginger Energy are responsible for producing gas invoices, managing payments and providing the associated customer support to residents.

Disruption of Your Supply?
Is the problem throughout the building or is it isolated to your home only?
If its the entire development, contact Oakly Property and let them know, and they will report the problem to a suitable engineer.
Issues that occur inside your home only? You will need to contact a registered gas safe engineer.
Disconnections due to arrears? Disconnections will be subject to a number of advance written warnings being issued. If you have been disconnected due to non payment, please contact collections@utilidebt.com or call 0345 307 3432.
How do I pay may bills?

The most efficient way is to set up a direct debit by logging into the Ginger Portal.

You can also pay by bank transfer to Barclays. Ginger Energy holds client accounts for all of the developments we look after, and we transfer funds received to our Client or their appointed Property Management Agent (Oakley Property) so that the main supplier gas invoices can be settled.

- When paying always quote your unique reference number which appears on the top right of your invoice. Invoices are due 14 days after tax point.
- Payments from residents will be transferred to Oakley Property, to enable them to pay the utility supplier invoices on behalf of OCH RTM Company LTD
Contractual Obligations and Relationships of Parties
- OCH RTM Company LTD is the Gas Reseller.
- Under the terms of the Lease Agreement, they provide utilities (gas) to Leaseholders.
- OCH RTM Company LTD is liable to the utility company for the Gas charges for the entire development.
- The Leaseholders are liable OCH RTM Company LTD for the gas consumption inside their apartment.
- Through Oakley Property, OCH RTM Company LTD in its capacity of Reseller has appointed Ginger Energy to act on its behalf, and has instructed Ginger to produce gas billing to the Leaseholders.
- It is extremely important to understand that if a Leaseholder sub lets their apartment, any consumption used by their Tenant, remains the liability of the Leaseholder. Therefore Leaseholder must make appropriate arrangements for recovery of any fees directly with their Tenant. This can include adding their Tenant as an authority on their account, enabling the invoices to be issued to the Leaseholder c/o the Tenant, so the Tenant can access billing information and make payments on behalf of the Leaseholder
Debt Collection Agent
- Utilidebt are the appointed debt recovery company for this site. Your account will be referred to Utilidebt, if it becomes in arrears.
- A letter will be issued from Ginger Energy, warning that case is being passed to Utilidebt for recovery action.

- Utilidebt have trained debt councillors who can help residents who need additional support. You can also receive help by contacting an independent organisation’s such as www.https://www.stepchange.org
Vulnerable Persons
A vulnerable person might be considered as someone, in the case of an adult, who is over 18 years of age and is unable to protect themselves from abuse, harm or exploitation. There may be several reasons for this, such as illness, age, mental illness, disability or other types of mental or physical impairment. A detailed definition of a vulnerable adult can be found in Section 2 of The Police Act 1997 (Enhanced Criminal Record Certificates) (Protection of Vulnerable Adults) Regulations 2002. Residents who are vulnerable for the following reasons should ensure that Ginger are made aware of their circumstances:
- have reached your state pension age
- are disabled or have a long-term medical condition
- are recovering from an injury
- have a hearing or sight condition
- have a mental health condition
- are pregnant or have young children
- have extra communication needs (such as if you don’t speak or read English well)
Ginger will keep a register of your details and help where possible by giving extra support. Such as:
- Wherever possible, advanced notice of scheduled outages. For example, when they plan engineering work.
- Nominee scheme. You can nominate someone to receive communications and bills from your supplier. For example, a family member, carer or someone you trust.
